The most important changes for you
- The net-metering regulation stops per 1 January 2027.
- Energy taxes on energy and gas will both go down.
- The network operator costs will increase.
- The Energiefonds will stay in 2025 and 2026.
- Reduction of Energy Tax will increase again.
End of net-metering regulation per 2027
If the Dutch Senate and House of Representatives approve the legislative proposal, they'll stop the net-metering regulation per 1 January 2027. You'll then be compensated for the energy you put back into the power grid. The Authority for Consumers and Markets (ACM) will decide whether this compensation is fair. The good news: the compensation can never be negative.
You can still profit from the net-metering regulation for 2 years. After that, net-metering won't earn you as much. The earlier your consume your generated energy yourself, the better. That way, you can get the most out of your solar panels and your energy bill.
Energy taxes on energy and gas go down
In 2025, the energy tax on gas will go down with € 0.00578 per cubic meter. At the start of this year, the energy tax rose from € 0.59 to € 0.71 per cubic meter. In 2025, this amount will go down to € 0.69962 per cubic meter.
The energy tax on energy will also go down with € 0.0088. The new amount of tax is € 0.12282 per kilowatt-hour
The network operator costs will increase
The ACM sets the rates for network operators every year. They expect the costs for the power grid to increase the upcoming years. Network operators are going to be investing a lot in the expansion of the power grid the coming years. In 2025, it concerns an increase of 11%. This means that you'll pay € 60 extra on average per year.

The Energiefonds will stay on 2025 and 2026

The Reduction of Energy Tax slightly increases again
The Reduction of Energy Tax is a fixed discount on the taxes. This tax reduction will increase with € 3.80 in 2025 and goes from € 631.39 to 635.19 (including VAT). That way, you'll have to pay a bit less for your energy bill again.
