Google has confirmed that the Google Nest Doorbell doesn't charge when it's freezing. According to Google, the Nest Doorbell works in temperatures down to -20°C if it still has power. Below freezing point, the doorbell doesn't charge anymore. The app will show a 'Charging Paused' or 'Charging Slowly' notification. In addition, the doorbell also drains faster in lower temperatures.
